Does cedar shank roofing need to be replaced with plywood in kenosha wisconsin?

I'm not sure of the question but if you have cedar shingles or shakes on your roof and the roof sheathing is spaced about 4" using 1 x4 boards.then you will need to install plywood or osb. I used to build in Wisconsin, Merrimac at Devils Head. Your local building code may not allow you to use osb and only plywood which is much better.
